CP63 Notice — Refund Hold for Unfiled Return

CP63 means the IRS is holding your refund because its records show you have not filed a required return for at least one tax year. The refund will not release until filing compliance is resolved.
CP63 is frustrating when you expected a refund — but it is a compliance hold, not a denial of your current-year refund forever. Fix the unfiled year(s) or prove they were already filed.

What CP63 means
You filed a return claiming a refund, but the IRS shows another year as delinquent. Until that year is filed (or shown as not required), the IRS holds the refund you are expecting.
Find which year is blocking the refund
- The notice lists the delinquent year(s) — confirm on your account transcript (missing TC 150).
- Wage & income transcript for that year shows income the IRS is using.
- If you filed the delinquent year recently, wait for TC 150 to post — holds do not lift instantly.
How to release the refund hold
- File the missing return(s) accurately and completely.
- If already filed, respond with proof or request transcript verification.
- After TC 150 posts for all required years, monitor for TC 846 (refund issued) on the account transcript.

Until delinquent years are filed and processed — often several weeks after the IRS receives an accurate return. There is no fixed calendar once you file.
Can I get my refund if I owe for another year?
CP63 is specifically about unfiled returns. Separate rules apply to refund offsets for debts (TC 610) — different from a filing hold.
I did not know I had to file for the year CP63 lists — what now?
Pull wage & income for that year, prepare the return, and file. Ignoring the hold does not make the refund appear.
